Fur had muff (mink?) and matching what?

This fur accessory measures 6-1/4" in diameter and has three 1-2/4" wide felt straps hanging down (about 7") from the circular fur piece. They are joined at the bottom with a piece of elastic. I can' make this be a hat at all, but what do I know. I wonder if it slips over the muff itself as some sort of decoration? I've a rabid researcher but can't find anything else like this. I would sure appreciate any help identifying this piece. Thank you!!
