Help!! We have no clue what this is???

We found this at Goodwill yesterday for $1.99! Unfortunately, we have no idea what it is. Wondering if maybe there's another piece to this? The plate measures almost 12" across & the rooster stands about 5" tall. The rooster has a lot of holes (vents?) in it & the underside of the plate has 2 holes in it. Marked made in Czechoslovakia. Our kitchen is decorated with roosters & I collect anything that I can find that is different...and this one sure is! Any help/info would be greatly appreciated.
