    THIS LOOKS TO BE A RAILROAD PADLOCK AND MADE OF BRASS. IT IS HEAVY FOR THE SIZE. THE MARKING LOOKS TO BE FRAIM 1908 WITH A KEYSTONE EMBLEM IN THE BACKGROUND.
