    I cant tell what the back says or if there is any significance to the markings.

      Your little Kewpie type doll which were originally made by Rose O'Neill in early 1900's to 30'. They were also made by some Japan companies as knock offs . The blue at neck area should be more defined wings . The mark on you dolls back is likely the lady that made in in a ceramic class and yr she made it .Also it appears newer although a bit hard to see painting and bisque but It was not made in high quality as Rosie's . A closer photo would be needed . Kewpie dolls are still produced today and have remained popular through the yrs .
