It is so hard to see the words on the bottom but I think I made most of it out.
I think it says
Made in France what do you think anyone no anything about this is it worth anything

Isn't this a 4-way alcohol decanter? You can put 4 different kinds of alcohol in it and use it to mix them. At least, that is what it looks like.
