Black and White Photograph with Signature and Title

I found this photo at a local thrift store. the frame is a bit scratched up but the photo and mat underneath are perfect. The picture has a title with a date and it has a signature. I cant read the signature well to get more information. I have another photo by the same person posted on here as well. So in the little bit of researching I managed to do, the city in this photo is famous for its waterways. It seems to be the Venice of China.

Anyone recognize the signature maybe? Thanks!!
