I found this bear an an antique store in the clearance area. I think he's wearing a Steiff bell. No tags anywhere. Has some repairs & has been "well-loved." I cannot find any info on him or any photos that even come close!
Any ideas?

He is in the style of the 50's with cloth body . Maybe a carnival bear ? What are eyes made of ?

His eyes are flat, black, & round; slightly scuffed looking - not shoe-buttons.
His body is really squishy soft-stuffed, but his head is HARD, though it's slightly smushed on one side, as if something heavy was laid on him for a while.
I'll have my friend take a better picture of him - I bought him & gave him to her as a gift; she's an avid vintage bear collector. I had no idea he was a Mystery Bear!
