it's Fostoria Glass in their "American" pattern that was made for an extended period of time from 1898 to 1980s when Fostoria went out of business. You might check it with a black light as some of the new pieces were leaded crystal. They have been reproduced more recently as well. Some of the later Fostoria pieces were marked with acid etch Fostoria mark on the base. It isn't uncommon for the glued pieces like this one to separate; it can be repaired with epoxy made for glass. The original pieces were joined with a glass wafer.
the cake stand is currently being offered by Godinger in 24% lead crystal and called Radiance.
it has the clear wafer with it so is it broken i didnt know if it was supposed to be in two parts its smooth where its comes apart ive had it so long that dont even remember where i got it. Thank you so very much for the information
sometimes the glue does look like a thin disk when the pieces separate; the glue often yellows as well. It's not too hard to epoxy the platter and pedestal back together with epoxy; just be sure to be on a level surface and keep the plate level as the epoxy sets. Clean the surfaces to be joined and it only takes a very small amount of epoxy. If you've had it for a while it is most likely a later Fostoria piece.

Tindell's has done several repairs for me and the single application of epoxy is convenient.
