Lip Stick Container

While cleaning out my Grandmother's house, I found this Lip Stick. I had never seen anything like it before. I know that it has to be over 15 years old, because she as been gone that long. It made of metal, it is 2.25" tall, it has an embossed base, a set of 4 grooves that go from the base to the top separated by a solid section that go all the way around, clear stones all around the top and a white (I'm guessing 'plastic') dome. I am big on Family History and I am putting together things that I'd like to pass on to my Children. I am hoping that someone can offer me more information on this item, such as the year(s) this sold, and who made it.
