Just some thoughts.
I have this great book: So Crazy Japanese Toys!. Your toy would definitely fit in with the others shown on the pages. I am pretty certain it is not shown in the book.
So I am guessing it is Japanese, maybe 1970s or 1980s.
One weird thing about the figure is that is carrying an Orb and Septor and wearing a crown, which would indicate a Ruler of some type.
Anyway, I would suggest that you go to a Japanese toy collecting fan site and ask for help identifying the figure.
