My mother passed away in 2006 and when she did she left everything to my sister & I. All my sister was about at the time was getting money. Before I was to let her throw everything to the "seven winds" I just made her an offer to buy my mothers home and everything in it. This was a piece that was in the china cabinet and I'm unsure if I even described it correctly as being "art deco". Anyone please correct me if I'm wrong. It definitely wouldn't be the 1st time I was wrong.
Part of your piece is cut, the other (the leaves) were pressed in using a mold. This is from 1915 give or take. American cutting companies went to this type of work around this time as full cutting (Like your bowl) was not as popular any longer as cost was getting to high. Also with the War being close, materials needed to produce the great cut glass, namely lead went to the war effort.
