On the red sticker ot says, LIPPER & MANN Creations Japan
Here is the company history - as you can see, your figurines would be from about the 1949 to 1963 period, made in Japan and imported.

These look like chalkware carnival prizes, very popular from 40s, 50s, 60s, though it would be unusual to find them with labels so I could be mistaken. Yours do look like 40s era.
