      Keiwa is a place in Japan. This looks like a 60s Japanese novelty piece to me.

      First of all, you have mis-identified this as "nazi" when it is not - it is a pre-nazi era german imperial or "kaiser" helmet. - There is NO nazi "swastika";

      The emblem on the front is the Coat of Arms of Saxony - if it was nazi memorabilia, it wouldn't even be allowed on ebay due to their PC terms of service. - racer4four is spot-on, this is a 1960's Japanese-made novelty, not even a real Kaiser helmet.
