      Wait - it's actually a

#4089 - McLeod Universal Lure: Clear plastic minnow-tube style lure made by the McLeod Artificial Bait Company of Detroit, Michigan, dating to the mid 1940's. Unscrews so one could put stuff inside. This came in 2 models, one with holes in (this one) for live bait and one without for insects, foil, etc.; excellent condition. AND HE'S SELLING FOR 40 BUCKS!

Thanks I've been looking for it and had no luck. The item inside is a piece of plastic, maybe for noise and color.
