I think it's called a sideboard / buffet. But I could be
wrong
It is a desk.
The top is nice with the fold- out to allow large items to be viewed. May have been used in an architect's office (or someone else working with blueprints or larger paperwork).
If there is a specific name for this type of desk, I do not know the name.
