I purchased this at a Dallas Tx estate sale and was told it was an ashtray but after a few hours of research I found it to be an ink well. It has a porcelain cup inside. More pictures of this item to come.
I'm back with a few more pictures and I have found more info on this guy. The correct description is "Sphere Eagle Europe c1880 Brass and Ceramic Inkwell" per Ink Well Collectors site I found yesterday.
The Inkwell Collectors site and The Horatio House Museum & Nature Preserve is quite an interesting site for those of you with ink wells.

Beautiful ink well.
The Eagle appears to be very well cast and detailed. Are there any markings on it?

I have looked the eagle over very carefully, no markings at all and I am getting pretty good at finding markings as much as I deal with my collections.
