      Looks like a souvenir piece from Asia/Middle East. They are made to look old. The blade design is very basic.

      It looks like a "seam" in the clear ball, which suggests molded plastic, so probably what fortapache said.

      The handle appears to be a ball foot from a table or stool. The ball can be glass and still have a seam.
