I just found this on the street in Berkeley. It's about 3 feet tall when folded up. The hinges holding the bottom together are broken, which I think is why is is opening at an angle instead of horizontally. The cloth strips appear to be part of the mechanism holding the two folded halves together when open. I can't find anything like it online. Any suggestions? Thank you!
