Welcome to CW. There is really no such thing as a "watercolor print". This is a print which may have been based on an actual watercolor or just a print which was made to resemble a watercolor. There are also prints which are hand colored or colored using stencils, which this is not. So this is really just a print that is signed "in the print" part of the print, and also appears to be hand signed by the artist in the margin (non-colored part of the print). From your images, I cannot tell what kind of print this is, screen print, lithograph, etc. You would probably need to use a jewelers loupe to tell.

Signature looks like Robert C/Dow to me. Can't really make out the first letter of the last name. Could be "C" or "D" or ?

Look for dots (screen print) or colors solid with no dots (lithograph). There are other kinds of prints but these two are most likely..
