    Has a matching hand muff. I thought it might be a hat, but the felt straps don't make sense. Perhaps they decorate the hand muff itself? Any help would be appreciated.

      Child's hat? Your pictures are confusing..

      I tried taking pictures from different angles. #1 is a view of the top. There is a brown felt bow on top. Photo 2 is from the side; photo 3 in the underside and photo 4 is the underside with the brown felt straps. I hope this helps.
