A Mysterious Pair of Chairs

PLEASE HELP ME IDENTIFY THESE CHAIRS!

I found these two little guys at a thrift store in Santa Monica, California. They have no markings to indicate the manufacturer or the age, but I feel like they must be fifties or sixties era. The feature which stands out the most is their size...

THEY ARE 25 INCHES TALL! My best guess is that are either salesman's samples or children's chairs. They are very well made, and in great shape, which makes me think they didn't spend much time around kids, so salesman sample is my best guess.

I have scoured the internet trying to find a similar style, but I have been unable to. Anyone recognize these little guys? Or any thing that might help me narrow my search?

I would love to know more about them and their history.
