      I assume that you know that this is Woody the Woodpecker and since he is astride a rocket, I would venture to guess that there was a piece that was inserted into the back which contained some kind of spring loaded mechanism that would propel Woody on his rocket. While it is difficult to read in your photo, there is a marking on the side of the rocket (shown in the first picture) that is probably a copyright mark for Walter Lantz (Woody's creator). You may find a date there. This seems to be some type of premium much like the toys found in Happy Meals and such.

      Thank you fourpeepsake, and you are correct about the inscription on the side. It does indeed have the name of Woody's creator. It reads: TM & co Walter Lantz.
      Thank's again for the information. Maybe someone can tell us exactly how it entertained the kid's.
