Hard to see how big it is but it sure resembles a cup/cup holder. would it have a glass liner?
I think these were aluminum and made to hold disposable coffee cups for the home or office kinda trying to make a silk purse out of a sows ear......................

i went on ebay and found 4 more . they r russian silver plated Filigree tea cup holders from around 1940 again thank you for your help pop and pickingupbones
