not sure? any help

i found this item at a very small thrift store passing through a small town and asked if i could see the cigarette case when it was pulled out i was even more amazed (i have worked with pictures for 7 years now) never seen anything like it just wondering if anyone had info on these for a make and year posibly because i dont see any insignia on it anywhere. if you are aware of a value that would be cool also but im holding on to this one! lol
