Seen at an auction, most thought some sort of oil container or pipe. I'm guessing medicinal for either inhaling or lavage. It is about 8" tall.

mrmajestic1, I think you came pretty close. I'm going with antique metal opium pipe. Most likely Chinese. There is a similar one here:
