One thing is for certain, he is a Canadian soldier, not U.S.. You could Google Canadian WWII campaign ribbons to see examples (most probably in color). Then you would have to guesstimate which your fellow earned. I do not have time to do it for you, but I hope this little bit of info helps.
Well, it's hard to be sure because this is black and white and kinda small, but the light and dark areas, as well as the order they are in seem to match up with this:
British 1914-15 Star, British War medal, WWI Victory Medal, Long Service and Good Conduct Medal.
The first three, nicknamed "Pip, Squeek, and Wilfred." were often seen together on British and commonwealth WWI veterans. The Long Service and Good Conduct medal would help explain why he's in a later era uniform.
Again, I can't be sure with this photo, but if you look up those ribbons and compare them, you may fnd a match.
