My Model That I Need Information On!! Can Anyone Help??

Hi my name is Dave and I have owned this model for a number of years and have never paid great attention to it until recently. My curiosity has got the better of me and I would like to find out some information on this particular model. If anyone can provide me with even an educated guess to be able to find out about this model it would be greatly appreciated. I have had no luck so far in identifying the model but a few people have speculated that:
It is not english and is continental (maybe French)
That it could possibly be O gauge model
