This is a 1950s/60s Made in China enamel plate with Panda design. Super cute. When I was a little girl, enamel plates were used daily at the dining table, especially for children since they could withstand knocks and accidental drops on the floor. But the ones we used daily were coloured (say green with a blue rim) but usually had no patterns.
