These are brass arts and craft fire dogs, circa 1890. The idea of them is that you have one in each side of your fire place and use them to rest your pokers on. In reality no one does that any more, and probably didn't when these are made. they just look nice sitting on your hearth.

These days they would animate in a Hollywood movie.
