It's nice but hard to tell, can you post a bigger photo & in proper orientation.
Agree with David, better photos would help, my first guess is a postal scale.
This scale is aprox. 30" wide and 24" tall OA
Pan is brass, everything seems to be in working order.
Toledo fan top computing scale, used to determine price based on weight. Not sure if the round pan would work for post items, I could be wrong, wouldn't be the first time & won't be the last.
