Looks to be a Victorian Art Glass Vase with a Sterling Silver Overlay. Circa 1895-1910 era. Heres a comprable:

I would concur that its silver overlay & looks very thickly applied and of the period mentioned, if not earlier.
I would guess it was made in Bohemia or Germany.
These can fetch significant sums from the right collectors and this is a nice example with good pierced scroll work.
