Rare WE Garrett Snuff Advertising Tray

I was looking thur some old trash that was thrown away and came across this tray,I googled and can't find not one tray like this one,old Garrett Sweet Snuff advertising tray or at least that's what I think it is.Need some help anybody came across one like this.
