    This is a Holland Doll. That is all I know. Need help understanding what it really is. This was a cool find.

      He is made of composition and was a tourist doll more to display that as a toy. He was most likely made in Germany or USA and bought by Holland to dress with his marked in Holland shoes . These tourist dolls like him were common in 1940's and 50's . Look at back of his neck for any markings . Cute you don't mention size I will guess 10 inches are smaller ? Many companies made these types of dolls so without a mark hard to tell which one . They do not hold a large monatary value in today's market ,however there are still some collectors that try to collect dolls of all nations .
