    I thought this to be some kind of puppet.. and to my surprise.. I was informed that this was something a photographer used to get a child to smile.. Funny.. when I toggle it .. it makes a whistle/squeak sound..

      A puppet on a stick ! They have been around a long time and mostly used to do puppet shows . Punch and Judy also were made on a stick and some of these were called twirling puppets on a stick as there were parts that spun out when twirled . You have a very good vintage Santa ! Love him . PS not to sure if kids would laugh at Santa he was kind of scary to little kids but could see a photographer using a puppet like him to get kids attention . . Great post
