Victorian Silver Plate Hot Water Urn

I picked this Antique Hot Water Urn and it was listed as Victorian, but i can not find a makers mark on it. I did find a hand engraved number of 108 or possibly 1088.. if that is any help.

I am wondering if it is early american or what the original might be? It's hand chased, silver plate, unique designs that has me curious of the scenic pictures of what looks like palm trees in it. One scene has a church, a house/ village home, but the architecture of the buildings is not something I recognize. Maybe Spanish?

The rest if the piece has grapes & grape leaves on the finial.. maybe this was for warm wine not water?? The rest of the piece has motifs of floral, roses, leaves, swags, etc. Looks to be old ivory handle cover.

Anyone have any good information or ideas with better knowledge then me? I truly appreciate it, as I think it is a unique beautiful piece.
