A horse thingamajig?

I found this at an old farm and it was among some horse equipment. It is solid brass and on one side only it has a calibration on the arm ranging from 0 to 90. It also has a four inch measure on the bottom portion of the arm. The "horse shoe" portion is without markings. Does anyone have any idea what this is and what is was used for?
