Family Heirloom

This belonged to my Great-Grand Parents. It was in the house my parents bought from them in 1957. My mom remembers seeing this on a stand in their house when she was a little girl. She is 83 now. The beautiful lady is 15" high, 11" across the widest at the shoulders. Very heavy. She has a grainy texture to it. Almost like salt. I have never found any marks. I have researched but have found nothing similar. What circa of clothing style might she be wearing? Any comments welcomed!!
