    9 inch long looks to be a solder of sum sort or old farmer holding three balls.hand carved really nice piece looks to be a gift for a young man.

      I believe that is a hunting aid. If good at it, you threw the balls with the thongs at game & it wrapped around their legs & brought the game down.
