      Is there a hole in-line through both of the wooden uprights? I can't tell from the photo If so, it's likely a bobbin winder missing the shaft with a whorl that would be between the uprights and it would extend out the side opposite the crank handle. A bobbin or, likely, pirn would be slipped onto the missing shaft and the other metal shaft is likely to hold a larger bobbin with the thread. Pirns are used in weaving shuttles.
