German two part spoon, silver and gold no markings

This set of spoons came from Germany with my grandparents around the turn of the last century (1900). Along with the spoon, came a large linen table cloth with embossed dragons. Set is from around the area of Sinzig am Rhine area. Appears to be a silver type handle and gold spoon. Spoon is of two part construction with no markings on the gold spoons or silver handle. Any information would be greatly appreciated.
