Small Steiff teddy in leather shoe?

This is a very small Steiff teddy bear that my wife owns, it has as far as we can remember always lived in it shoe?
The shoe or boot is all leather with leather laces and a carved wooden sole, as you can see from the photograph with his other slightly larger friends he is very small even in his boot!
Any additional information on this would be appreciated?
