i hope i m right on this one because the guy that gave it to me didn t have a glue what is was or what it was for it has a pat . date of 1921 and i think it was for removing oil filter

Looks like a Strap Wrench which was used for a lot of things and there was a version especially for oil filters, I can't tell what size yours is so it's still a question. As far as the patent date, I think that's for a strap wrench cause they didn't use screw-on oil filters until the 60's....
