This is an Irish Prussian shaped decanter from about 1825. It has three annulated neck rings and the body has a kind of diagonal tartan pattern cut into it with a band of zig-zags running around the top of the body. The top of the mushroom stopper has the same tartan style cutting on it.
This is another properly impressive looking piece of early Irish cut glass. once the Irish got into their stride doing this kind of thing they could do it really well. Too bad that about the time this was made the whole Irish glass industry was about to go into massive decline.
It would look handsome on anyone's table full of whiskey.
