Otter with fish

I bought this piece in New York at an antique shop, they could not tell me where it come from. The signature on the bottom does not match any Inuit alphabet that I have been able to find. It is black soapstone with some kind of coating of seal oil or such the signature seems to be Cyrillic in nature. But I'm not sure, because the letters or symbols do not match any Russian alphabet either unless they are stylized. Would love any feed back.
