Looks like a submachine gun magazine (possible Sten gun) in a magazine loading tool. These magazines usually hold up to 32 rds. & can get real difficult to fully load without a reloading tool such as this. I'm not familiar with this design.
Really !! Ha Ha my husband thought it might be something that was used to make a spark for welding !!
It has got E&Co + engraved on it.
