Cocker Spaniel by Royalty Design with Radio leads?

I am not sure what this dog is for. I am thinking possible attachment to a radio? There is a small diode? attached to the post that goes inside the cocker spaniel. On the bottom is the makers name "Royalty Design Miami Florida". Any information regarding use of this item, age, or rarity would be greatly appreciated. I have tried to research on line and all I can find are banks.
