Does it look like it might have had a pin across the top? If so, then it might just be a bit of jewelry used for holding spectacles.
It may have been an eyeglass holder, like Efesgirl says. Or it could be a collar holder, with rhinestone pieces going through loops or buttonholes at either side of the neck of a chiffon cape over a long dress like they used to wear in late 60s- early 70s
