Double spout hand painted with gold handles

This is a beautiful double spout hand painted with gold trim - flowers, birds, butterflies, and raised "dots". There are no seams and it appears to be ceramic. The hold handles seem to be the head of an animal that have the handle coming from the mouth. It is beautiful but we aren't sure what it is or when/where it may have come from. We need help identifying this.
