My grandfather's 1920s mechanical lead pencil, 5.3mm

Can anyone tell me how to refill this pencil? The problem I'm having is I cannot remove the existing lead which is about 1/2-inch long. Should I pull it out with a pliers?

Also, can you ientify make, model and year?
