My mother in law bought this but does not know much about it. She thinks it is Japanese. The cow/calf is on a wooden base but it attached.

Could be Japanese, or Italian, or German. Can't tell you anything definite because the figure is unmarked. The only thing for sure is that it dates to the mid-century, when these sorts of figures were popular.
